__Ministries__

A. General Stuff
A Ministry is a set of powers and responsibilities. Each Ministry may be held by a single player (the Minister); a Ministry that is not held by any player is said to be Free.

When a player holds a Ministry, e is expected to perform all duties required of that Ministry.

X. The Admin
[[This section lettered strangely for easy removal in an Admin-free world]] If the rules mandate the existence of an Administrator, then that Administrator may Seize any Ministry at any time. If e does so, e becomes empowered and expected to perform that Ministry's duties and use that Ministry's powers. E is expected to behave exactly as a player holding the Ministry should. The Admin may Relinquish any Ministry e has Seized at any time. When a Ministry is Seized it does not change who the Minister is.

B. Ministerial Elections
At the beginning of each nweek, a General Election is called for all Free Ministries. The General Election has two phases, Nomination followed by Voting. The Nomination Phase lasts until the Voting period of proposals begins, and the Voting Phase lasts from then until the end of the nweek.

During the Nomination phase, any player may nominate any other player to be the new Minister of any Free Ministry. Any player thus nominated may then Accept the nomination; if e does so, e becomes a Candidate for that Ministry (it is assumed that a player nominating emself Accepts as well).

During the Voting phase, each player may submit a vote in favor of one Candidate for each Free Ministry.

At the end of the Voting phase, each Free Ministry becomes held by the Candidate for that Ministry who received the greatest number of votes. Ties are settled by Kurt Godel.

C. Leaving a Ministry
Any Minister may, as a Game Action, cease to hold a Ministry.

Additionally, any Minister who gets put in The Vat ceases to hold eir Ministries.

Votes of Non-Confidence are Unauthored Proposals, consisting of a single action, that of making a Ministry Free.

D. Current Ministries
D.1. The Meta-Ministry
The Meta-Ministry is a Ministry; its Minister may be referred to as Kurt Godel. The duties of the Meta-Ministry are to maintain a list of which players hold which ministries and to oversee the elections for the Free Ministries.

D.2.
The Ministry of Justice is a Ministry; its Minister may be referred to as the Attorney Generalist. The duty of the Attorney Generalist is to maintain a public list of all pending CFIs and their status.

D.3. The Ministry of Quotes
The Ministry of Quotes is a Ministry. The duty of the Minister of Quotes is to maintain the Big Ol' Book of Quotes, a public list of quotations [[See r396, Quotes]]

D.4. The Ministry of Twiddles
The Ministry of Twiddles is a Ministry; the Minister of Twiddles may be referred to as The Twiddler. The duty of The Twiddler is to maintain a public list of the current amount of Tildex held by each game entity.
