Rules are revisable Game Documents. Rules may only be altered as outlined in the Ruleset.

A Rulebook is a collection of Rules. Every Rule must be in a Rulebook; no rule may be in more than one Rulebook.

The Ruleset is a Rulebook; all rules that are not in other Rulebooks are in the Ruleset.

These could make a lot of things much easier, by allowing for the existence of rules outside of the main Ruleset. For example, the rules to Political Go could be put in a separate Rulebook, with a Minister in charge of tracking them; also, if the Grid ever becomes active again, all the various Grid Objects could be assembled into a Grid Rulebook.

Note that according to the second sentence of this rule, all rules that provide methods for changing the rules must be in the Ruleset.
