Dammit. Here that is, to s-b this time.

Glotmorf ruled TRUE on CFI 1602 on Thursday, July 24, 2003 at 1:03:17 AM US/Eastern.

Wild Card is recused from CFI 1610. It is reassigned to the Upper House.

Wild Card ruled FALSE on CFI 1610 on Wednesday, July 23, 2003 at 6:17:18 AM US/Eastern.

Emil Bleehall is recused from CFI 1616. Ditto the Upper House.

Did BvS rule on CFI 1620? If not, well, e's recused as well, Upper House.

Neither Emil nor the Baron have judged on eir CFIs.

The Upper House presently consists of Anything McGee, Iain, Rob, Wonko,
and maybe Glotmorf and Baron von Skippy (contingent upon whether or not
they've ruled on the above CFIs that I can't find).

I judge CFI 1616 TRUE.
Rationale:
{{
I'm with Rob on this one :)
}}

I judge CFI 1620 TRUE.
Rationale:
{{
An "effect of proposal failure" cannot be created unless a rule declares it created; simply describing a possible effect in a proposal does not create it any more than describing it on a piece of paper does.
