Analysis: as stated in Rule 18/2;

methods of gaining Charm are regulated by the ruleset, therefore e must act in accordance with said 
rules, and the only one that subsequently applies is in Rule 393/0 where it is stated that;

By creating points in the holding of eir society and then distributing them, glotmorf changes the 
game state in a manner affecting a regulated game value, hence changing the game state. As there is 
no other rule which specifies a method by which charm can be created, but as charm is regulated, e 
cannot win in this fashion. Societies are not explicitly said to be capable of such actions, 
therefore they may not.
