Create these rules:

__Super Powers__

A. Powers
There may exist objects called Super Powers. Each Super Power is a game document. The text of Super Powers has the force of rule; conflicts between Super Powers and rules is settled as if the Powers in question were subsections of this rule, except that Super Powers supersede any and all rules they specifically contradict. [[ So they take precedence if you intend them to, but if you accidentally break a rule it won't work. ]]

If a Super Power is in the possession of a player, that player is said to be that Power's Hero.

B. Auctions
There exists a List of Super Powers called the Power Pool. All Super Powers not possessed by other entities are in the Power Pool.

At the beginning of each nweek, five random Powers are selected from the Pool by the Guardian of the Power, or all of the Powers in the Pool are selected if there are fewer than five.

The Guardian must announce which Powers are selected.

For the rest of that nweek, players may send bids to the Administrator for any or all of these Powers. Each bid consists of a positive number of points. No player may submit more than one bid per Power, and no player may change eir bid once e has bid.

At the end of the nweek, each Power that was selected that nweek is given as follows: If there are players whose bids on that Power do not exceed eir Scores, then the one among them who bid the highest gains that Power; if multiple such players tied for the highest bid, the second highest bid shall be considered instead; if multiple players tied for second highest, the third highest shall be considered instead, and so on. If all players' bids on a power have been dismissed due to ties, or due to bids exceeding the bidders' Scores, the Power returns to the Power Pool.

If a Power is awarded to a player in this manner, the player loses points equal to eir bid.

C. The Guardian
The Minister of SuperPowers is a Ministry. The Minister of SuperPowers may be referred to as the Guardian of the Power, or simply the Guardian. If the Administrator is not the Guardian, then the Administrator is not responsible for any duties listed in this rule except for the reception and revealing of players' bids on SuperPowers as described in section B. [[ So the actual counting of the votes to figure out who won is the Guardian's job. ]] The Guardian is responsible for making sure that a public record of all extant SuperPowers is kept, including the names, texts, and Heroes of each of them.

D. Notation
If a Super Power includes as its text a string of the form "<cost>:<effect>", this is interpreted to mean, "This Power's Hero may do <cost> to cause <effect>"; if no other restrictions are mentioned in the Power, it is assumed that such an ability may be used whenever the player is capable of performing the cost. [[ For example, the text "Spend 300 BNS: Gain 300 BNS" would be interpreted to mean that the Hero possessing that power could, at any time, spend 300 BNS to cause themselves to gain 300 BNS. ]]
