I propose

Create a rule:
{{__Comatose Players__
If a player has not made any posts to a public forum in the previous 10 
nweeks the Administrator may, at eir discretion, declare that player to be 
Comatose and make a Request for a Second Opinion.
This Request must take form "Player *name* is no longer participating in 
B-Nomic", where *name* is the name of the aformentioned player.
A Request for a Second Opinion is an Unauthored Proposal and if it passes 
the player  named therein shall cease to be a player.
