What I meant was, players can't get to an insta-rule if it's in a square the insta-rule keeps players from entering.  I'd prefer that that condition exist solely as a matter of someone's deliberate intent...

In Rule 698, replace "it begins on a random Grid Square" with "it begins on a random Grid Square that is not affected by it".
