[Spoon-business] Council of Elders fix

Replace the text of rule 1229 with the following -0- delimited text in its entirety.

A. Definition
There exists a society known as the Council of Elders. Any player who is a Patriarch, Matriarch, or Oligarch of B Nomic is eligible to be a member of the Council of Elders. The Council of Elders has three seats, each held by one eligible player for a term of nine nweeks.

B. Elections
At the beginning of every nweek which is an integral multiple of three, an election is held for the seat on the Council of Elders occupied by the player whose term is over. Any player who is eligible to be a member may run for this seat by declaring that e is doing so by the beginning of nday 3 of that nweek. A vote is then immediately held of all players, and the eligible player who recieves the most votes recieves the seat on the Council.

C. Petitioning the Council
Players may submit petitions for changes to rules or the gamestate to the Council of Elders by posting them to a public forum. Petitions that have not been ruled on by the Council of Elders are collected by the Council of Elders in a Docket, which must be made available for public review. A player can have no more than one petition in the Docket at any given time; if e already has a petition in the Docket, e cannot submit another.

No more than once per nweek, each member of the Council of Elders can review the Docket, ruling Yea or Nay on each petition. If a majority of Council members rule Yea on a petition, the Administrator applies the changes; otherwise, the petition is not applied. Petitions are removed from the Docket once ruled on.

The Administrator is encouraged to insist on the non-implementation of a petition if it is excessively self-serving to the Council of Elders.

D. Initial Set-Up
When this rule is enacted, three eligible players are selected randomly to hold the three seats on the Council. Also selected randomly is which of these three players will be up for re-election in three nweeks, which in six nweeks, and which in nine nweeks. After this is done, repeal this section of this rule.

Any input on how I worded this would be much appreciated... I'm kinda rusty. I think this would fix a lot of the problems the Council seems to be having now. Any thoughts?
