[Spoon-business] Fixing my props

Okay, a few things to change here and there. First, Armies.

In the Armies prop, replace the table of stats with:

Secondly, also in the Armies prop, remove the last section of the proposal 
and add the following to section C of the proposed rule:

"There exists one LZ owned by no player on each Grid Square whose 
coordinates are both integral multiples of 5."

Finally, replace the text of __The New Upper House__ with:

Amend Rule 128.II to read:
II. The Upper House
There exists an society called the Upper House. The Upper House consists of 
every player who is a Veteran of B Nomic, who is Off Leave, and who hasn't 
been recused from any CFI within the past two nweeks. If fewer than three 
players meet the aforementioned qualifications to be part of the Upper 
House, then all players who have been playing for less than one full year 
but more than one month, and who are not On Leave, are counted as members of 
the Upper House.
