[Spoon-business] Prop change: layers

In the proposal entitled "...But Some are More Equal than Others", to the rule it creates entitled "Layers", add the following paragraph:

"New layers must be numerically contiguous to existing layers.  If a layer higher than zero contains no rules, it ceaess to exist and numbers of all layers higher than that layer (if any) are decreased by one.  If a layer lower than 1 contains no rules, i ceases to exist and numbers of all layers lower than that layer (if any) are increased by one."
