How does this look:

I amend my only current proposal to replace the text of the proposed rule
with:

There exist Grid Objects called Artifacts. Artifacts may exist either in
Legend, or in Fact. An Artifact exists in Fact if it has a location on the
Grid or within an object on the Grid. An Artifact exists in Legend
otherwise. No more than one of any Artifact may ever exist.
If an artifact would be created, but it already exists in Fact, then one of
the following is created instead, chosen at random, with equal probability:
A Big Stick, an Athame, a Small Lump of Scrap Metal, or a Ball of Wax. If
said Artifact exists only in Legend, then it ceases to exist in Legend and
exists in Fact, and is placed whereever it was to be created.
If an Artifact is destroyed, it ceases to exist in Fact and exists in
Legend.
