I propose the following:

In rules __The Roster__,__Societies__, and __Rule Activation__ replace the 
word "encouraged" to "empowered and encouraged.

Remove all names except 404notfound (cause e appears to be gone) from the 
List of Misbehaving Judges.

At the end of rule 1148, __IT__, add:

It only distributes to the Administrator!
It does not affect the gamestate!
It does not do anything except when the rules explictly state It does!

Undo the effects of any tea or coffee being distributed by It, including any 
effects caused by those effects, and so on.

By the way that last bit is not retroactive.  It just undoes the effects 
caused by it.  Kinda link how when a witch or evil wizard something dies in 
a movie, all eir bad spells, like turning people into stone are undone.
