[Spoon-business] Olive Tree Fix

To fix the Olive Tree proposal, I hereby change AS's charter as follows:

Change "If at any time AS has greater than 0 Score or BNS, these are
instantly divided up evenly among all members." to "If at any time AS has
more than one member and either the Score pool has more than N points or
the BNS pool has more than N BNS, where N is the number of members of
AS, the appropriate pool is distributed evenly among all members of AS,
with remainders staying in AS's pool."

This way I don't automatically get everything back if I'm the only member
of AS.
