[Spoon-business] Precipitation Tweak

Add the following WINTER delimited text to section B.1. of rule 405:

WINTER
During Winter, if the Precipitation type is Rain or Hail, it is treated as 
if it were Snow instead.  If the Precipitation type is Gnomes, 4 random 
Gnomes are placed on the Grid, and one Winter Gnome is placed on the Grid.  
If the Precipitation type is Sulfur, it is treated as if it were None 
instead.

Add the following SPRING delimited text to section B.2. of rule 405:

SPRING
During Spring, if the Precipitation type is Snow, it is treated as if it 
were Rain instead.
SPRING

Add the following SUMMER delimited text to section B.3. of rule 405:

SUMMER
During Summer, if the Precipitation type is Snow, Hail, or Freezing Rain, it 
is treated as if it were None instead.  If the Precipitation type is Gnomes, 
4 random gnomes are placed on the Grid, and one Summer Gnome is placed on 
the Grid.

Add the following AUTUMN delimited text to section B.4. of rule 405:

AUTUMN
During Autumn, nothing spiffy happens with Precipitation, 'cause who can 
tell with Autumn anyway?

Add the following -0- delimited text to section B of rule 405:

This section takes precedence over Section C.2 of this rule.

In Section A of rule 405, change the string, "section B" to "section C".
