A player with a Hangover of the Ages may make two fewer proposals than they 
normally would per nweek for each nweek during which they have a Hangover of 
the Ages. Additionally, they cannot consume any alcoholic beverages, move on 
the Grid, administer Kicks in the Ass, Engrave a Grid space, perform any 
Gnome Action other than purchasing, perform any Force Actions, Answer the 
Telephone of B Nomic, create or accept and Offer, create any Insta-Rules, 
submit any CFIs, or recieve the Immunity Idol, Token of Proposals, or IOB.

This rule takes precedence over any rule which would make any part of it 
illegal.
