A player may claim a topic as eir Project by stating so in a public forum.  
If a player has claimed a topic as eir Project, no other player may submit 
proposals on that topic without that player giving em eir explicit 
permission in a public forum.  A player with a Project must submit at least 
one proposal on the topic of eir Project per nweek.  If e does not, then the 
topic ceases to be eir Project and e loses 5 points.  The Administrator may 
choose not to recognize any Project e deems as unfair or too broad.
