spoon-business: One last(I hope) fix 

I amend proposal 375 to add the following STIL delimited text:
STIL
Give each rule the NotKeywords assigned to them by the admistrator as
Keywords.

Amend rule 300 to add the sentence "The Administrator may assign any Keyword
to any rule at eir discretion".
STIL

Rationale: It's done anyway; Let's make it all official.
