Hmmm. The intended meaning was that I don't vote on that issue.

If you counted my abstention as a "no" vote on this issue as well, it
would have passed if you had not counted it at all.

I'm not making a CFJ on this because so much stuff has been submitted
since the end of nweek 2. Instead, I make the following proposal:

Amend rule 31 by adding the following paragraph:

Players may abstain from voting on a given issue by not submitting a
vote on that issue or by explicitly indicating their abstention.
Explicit abstentions shall be treated like votes during Voting, but
for the purpose of determining the voting results, they are treated as
if the player had not submitted a vote.

[[Note: The second sentence is needed to make sure that abstentions
don't conflict with voting multiple times.]]
