I rule FALSE.

The rule 386/0 states "The Dealer is the player who owns all the cards in the Deck and is responsible for taking the necessary actions to Deal a card to a Player. The Dealer is an Elected Officer. The original Dealer is PurpleBob."

This clearly gives control of the deck to the Dealer, who is the Player PurpleBob. This rule, along with the others created and modified by related proposals was created with the intent to win the game. These proposals were passed by the majority of the Players, so became Rules. This attempt to win the game is arguably one of the most clever and clean (by way of being mostly undebatable and un-damaging to the game in general) methods used. This method to win is clearly in the spirit of the game.
