spoon-business: Political Go revision revision

I just noticed an important omission. I rescind the unrecognized revision 
of P362, and replace it with a revision that inserts the following as the 
last sentence of the second paragraph of the Rule text in section 1:

"Go players may make no more than one Go move per Game day."
