spoon-business: proposal: let's vote ourselves rich.


SEEING as there is has been a recent spurt of new players, who have few
points,

AND FURTHER that the current ruleset actively encourages negative voting,
through the opposed minority award (where a negative vote can lead to
points for the voter), the failed proposal penalty (where a negative vote
can lead to points removed from the voters competitor) and the adopted
proposal award (where an affirmative vote gives points to the voters
competitors),

AND FINALLY that the bank currently has a large surplus of unused points,
I hereby propose the following rule, entitled "let's vote ourselves rich":

1) At the conclusion of every voting period (except for the voting period 
during which this proposal is voted on), after payments of the opposed
minority awards, the failed proposal fines and the adopted proposal award,
if the bank is in posession more than 250 points, the banker shall
distribute all points in excess of 250 amongst all players who voted in
the affirmative for at least one proposal in the voting period just
concluded. 

Points will be distributed according to the following formula:

(points allocated to a player) = ((total affirmative votes made by that
player in the voting period just concluded) / (total affirmative votes
made by all players in the voting period just concluded)) * (total points
owned by the bank at the end of the voting period and after payments of
the opposed minority awards, the failed proposal fines and the adopted
proposal award - 250)

2) Anyone voting for this proposal shall receive a special one off peace
dividend of 15 points, to be paid from the bank by the banker at the
conclusion of the voting period where this proposal is voted on.
