spoon-business: Revision to P396

I would like to revise Proposal 396, "Expediency of Player Creation", to read
as follows:

1. Add a rule entitled "Player Self-Creation" with the following text:

"An agent may create a Motion to Add emself by publicly indicating that e would
like to join the game, and indicating the name e would like to be known by."

2. In Rule 210, change the words "three-day unanimous consent" to "two-day
unanimous consent".
