<proposal title="Dependency of Propositions">
create a rule with the title 'Dependency of Propositions' and the
following text:

if a (child) proposition is dependent on one or more other
(parent) propositions, that means: the dependent proposition cannot pass
(have effects) unless all of the propositions on which it depends also
pass. If a dependent proposition passes, but any of its parents' fail, the
text of the proposition is erased before it takes effect.

This rule applies only to child/parent propositions on the same ballot.

Is this the best way to handle this? It sounds kind of awkward as I read
it over, but I can't think of dhow to change it...
