spoon-business: Proposal - Quorum Scoring

The following is a new proposal, entitled "quorum change"

[[Summary:  If a ballot item fails to meet quorum, then lets reward its
owner with points from eligible voters who did not vote on that item.
This should encourage everyone to vote]]

Enact a new rule, entitled "Quorum Scoring", and text as follows:

The Administrator shall, for each ballot item that fails to meet Quorum,
transfer one point to the owner of that ballot item from each eligible
voter that abstained or did not vote on that item.
