I'd go down to 8.1 at least. That may be my favorite old MacOS. Stable. 
Fast. And what an improvement over the shit that was 7.5... <nostalgia> 
Remember that beta of OS 8 I got freshman year? That was so great...

Going down from 8.5 would free some RAM. You'd give up Sherlock (who 
cares) but keep pop-up windows.

The Dock does not come close to pop-ups.
