[hosers-announce] nmh upgrade

nmh has recently been upgraded to version 1.4. You might notice that
formatting done by repl has changed.

Some formatting things have been moved from replcomps to mhl.reply.
One thing to try if you're having a problem is to rename your replcomps
so it isn't used. If that solves the problem to your satisfaction, then
you can delete your old replcomps. If you've modified your replcomps,
then you might want to copy /etc/nmh/mhl.reply to ~/Mail and apply your
changes there.
