[hosers-announce] upgrade

Starting today I will be upgrading charybdis from RH9 to Fedora Core 1.
This should result in virtually no downtime, since I'm doing the upgrade
using yum; it's running right now, in fact. It may, however, cause some
things to behave oddly, e.g., if a program has been upgraded but all of
its dependencies have yet to be. I'm not sure how long a process this
will be; I'll keep everyone posted.
