I spoke too quickly.  The fleets at Plymouth should be in the Lorient &
LaRochelle blockade boxes.  Here is a copy of my original naval orders dated
2/3/08:

Reinforcements:

no visible changes

Naval Movement:

Naples Fleet moves to Marseilles b/b
3rd Fleet moves to LaRochelle b/b
1st Fleet moves to St. Malo b/b
7th Fleet moves to Lorient b/b
2nd Fleet holds at Antwerp b/b
4th Fleet holds at Bordeaux b/b
5th Fleet holds at LeHavre b/b
6th Fleet holds in English Channel

Army Movement:

all hold and forage automatically
total cost: $0.00

The only British errors I've found in the corrected 07/08 map is that the
Naples fleet should be in the Marseilles blockade box and the 3rd Fleet
should be in the St. Malo blockade box.  There are no British fleets in the
Amsterdam box.  (Since *free* minors do not use their ports to trade with
America [8.2.1.2.2.2.1] this should effectively cut off American trade for
France.)
