That is correct.  Per 4.6 "if no MP is willing or eligible to run the minor
country no attacker loses PP for declaring war on it and its forces are not
set up".

Since Berg had no sponsor, doesn't that eliminate the political point cost
for declaring war on it?  So while Austria and Prussia would both have to
back down, I believe there is no cost for the actual declaration of war.
