The besiegers consist of the Austrian 3rd corps (2i) and the British 1st
corps (1gd,9i) for a total of 12 factors, enough to guarantee a victory at
Marseilles.  No PP's are won.

The British fleet will move into port if it's able.  (I thought there was a
rule that enabled this but I haven't found it yet, so maybe this isn't
allowed.)
