1. Prussia started the Economic phase in a PP box in the Instability Zone
which contains an Economic Loss number ("1", in this case), and so
needs to roll as per 10.5.2. On a roll of 1, money and manpower collection
is halved.
2. There is a French-controlled corps at Brussels, so Flanders should remain
French, as per 10.5.2.1.
