So Austria, Russia, and Turkey combine movement.

With France in the Instability zone, its conquered minors break away, except
for Flanders which contains a French corps.  Hanover and Hesse become
Russian-controlled, Switzerland and Piedmont become Austrian-controlled, and
Baden, Berg, Kleves, and Palatinate become neutral.  +2 PPs for Austria and
Russia.
