It seems like if Warsaw had at least 15 factors then the forage roll should
be (at best) 4-3 = 1-.  So a roll of 4 would cause the loss of 3 factors (if
there were a full 20 factors in the city, then 4 would be lost).  Am I
miscalculating anything ?

Also, is the city garrison of 1 M one of the factors lost ?
