[eia] reinforcement attempts

Now that I'm home, I see that the French corps at Vienna is also adjacent
to Leopoldstadt, and so would be eligible to reinforce (at -1 for crossing
the Danube) but would in doing so forfeit the opportunity to besiege Vienna.

Presumably Mike doesn't want to do that, but he should have the opportunity
to in case I'm wrong; I sent a new reinforcement escrow which includes
the French.
