OK, leave Nuremburg, but remove Linz, and place at Zara instead of in the
fleet, to start the invasion supply process. Hopefully the garrison will
survive long enough for this to be necessary.

To build a depot at Freiburg, you have to leave the depot at Nuremburg in
place.  A new depot must be part of a supply chain from depots in place from
previous months.
