I remember being in favor of it, because I've always thought repatriation
is a dumb rule, but I was under the impression that we didn't reach a
consensus on it. There was some point in the past---maybe when Bill
joined?---when someone asked about which optional rules we were using,
and I think that I might even have replied then, but I can't find it
in the archive at the moment.
