You're probably right and it was either an omission or they envisioned 
supply as a part of movement and thus by restricting movement, also 
restricted supply.  They pulled them apart in the minors since you can move 
through a minor and trace supply, but can't build depots or leave 
garrisons.  The minor rules required them to pull apart the many faces of 
land movement, but the major powers they could cover it all by just saying 
movement.

Oh well, so much for colorful rules of warfare and non-belligerent and 
neutrality rules.  Those are probably comfortably beyond the scope of the 
game out there with all the frigates and transports people like to write 
optional rules for.
