    Just to clarify, you only have to announce the appearance of these new
factors if they are going straight onto the map as garrisons.  If they are
being absorbed directly into pre-existing corps (and therefore make no
changes to the game map), then we do not announce the new factors.
    I mention this just because I realize that some games of EIA do not use
the privacy rules that we have adopted.  In some EIA games all information
about economic matters and corps strengths are public knowledge.  We have
always preferred to have a bit of "fog of war" in our game (relying on the
honesty of the players).  Hence, we only announce changes that would change
the map.
