7.5.2.7.1 says the river penalty applies if any of the attackers disembarked
from sea to enter the combat area. I guess that this is similar to depot
placement, then, i.e., you can place a depot in a besieged city, and the
depot is not considered to be in the surrounding area. Since the city isn't
the combat area, then the river penalty doesn't apply. Hmm. I suppose you're
right.
