Re: [eia] Russian control roll for Hesse


I forgot that Turkey was also competing for Hesse.  Jim and I both rolled
"1"s, so we both rolled a second time to break the tie.  But it turns out
that Turkey's first roll of an unmodified "4" is higher than our first rolls
of 1+2 = 3.

So Turkey gains control of Hesse; +1 PP for Turkey, France loses -1 PP for
the DOW.
