Even if the corps was removed, a corps counter cannot be placed back on the
map until after it is repurchased during an economic phase.  So once the
Portugal corps is removed it can't reappear until after Portugal spends $1
for the counter at the end of March.  This is from rule 5.2.4.2.  Sorry,
