[eia] French Naval Reinforcements

I know I'm jumping the gun a bit as control of minors is still being 
rolled.  But my naval reinforcements are invariant to who gets control of 
land-locked Wurttemburg so I figured I'd get them out of the way.

The French 4th fleet counter is removed from the board.  All ships were 
transferred to the 3rd fleet so no scuttling occurs.
