I think you have one too many ships.

38 ships have engaged in battle so far and there are three fleet counters not yet identified on the map so they must have at least one ship each for a total of 41 ships that have to be somewhere other than Brest. So only 58 ships could be at Brest if the other 3 fleets are one ship each.

The French forces are the Dutch fleet with 15 Ships and the French 1st and 2nd fleet with 47 ships for a total force of 62 ships. 9 are sunk coming out of port which reduces the force to 53 ships for the attack on the blockade.
