I still feel that everyone should have the same access conditions through
the naval and land phases, without worrying about changes during the course
of those phases.  Otherwise, do we need to consult each player at every
stage to check if they want to change access ?  What if you want to change
access before someone else takes their turn, but you don't have access to a
computer before they move ?  It just sounds like chaos to me.
