[eia] Getting back to May 1807... 

After the Russian victory at Danzig the only thing left is for Joel to
declare where he will retreat the allied forces (N/o Posen or E/o Colberg).
After that Austria is up.  At this point we have to decide whether to
restart or not.  Maybe an escrow is the best way to do this?
