The Turkish 1st fleet has 20 ships and will cause 1 casualty. If the Spanish fleet also causes 1 casualty with their remaining ships then the
Spanish will win the battle and the Turkish fleet will return to the
blockade box. If the Spanish fleet causes no casualties, then the Turkish
fleet wins and the Spanish will be forced to scuttle.
