    This issue has come up before.  And, yes, what JJ is saying is the clear
intent of the rules.  Russia's reparations are based on the original values
for that country, not its current values.  What the rule does not make clear
is who chooses the payment plan.  But in the past, we established that it
make sense to assume that the *loser* chooses how he will pay.  (For
instance, in this case, it may not be possible for Joel to come up with $75
in June since he was bankrupt in March.)  The loser either chooses to pay it
all up front, or to pay on the "installment plan."
