    Unfortunately for GB, since the Peace Step occurs before the Minor
Country Control step, the British stack at St. Petersburg cannot repatriate
to Sveaborg.  Instead, that stack would be repatriated to the NE-most space
in Sweden.  Then, later in the same turn, GB gains control of Finland.  So
Moore's stack will have to march to Abo in order to get to a port.  (But
it's only a one-month march.)
