    According to my records, Turkey holds 12 Russian inf., 1 Russian cav.,
and 10 Russian mil. as POWs.  These are returned to Russia at the end of
hostilities and are eligible to be placed as reinforcements this month,
according to the limitations of the reinforcement rules.  Two Russian
garrisons will also be repatriated: one garrison at Vilna and another at
Taganrog.  I believe these garrisons must be placed in the nearest city.  So
the Vilna garrison would have to go to Minsk, but you'd have 3 choices for
the Taganrog garrison.  It could show up at Stavropel, Tzaritsyn, or
Kharkov.
