That's true, Venetia and Papacy were no longer parts of the Kingdom of Italy
at the beginning of March.  Also, all the cities in Lombardy were occupied
or besieged.  But the Kingdom still exists, consisting of Lombardy and
Illyria, and reinforcements they purchased in December could have been
placed in Trieste, Karlstadt, or Zara.

And I can't find any reason for Bavaria to have lost its income in December,
so unless it threw its money away, there should have been at least 3
Bavarian I arriving in March.
